You can just tell he's thinking about what he can do after the picture's done, to get back at the adults.

I think Julius is hiding a little pocket Derringer behind his back and he's going to use it on whoever did that to him.
This reminds me of the Julius Abruzzio character (played by Walter Tetley) on The Phil Harris and Alice Faye Show back in the salad days of radio--a loud-mouthed, smart-aleck grocery boy who, more often than not, became a sucker for the latest scheme of Phil Harris and Frankie Remley (played by Elliott Lewis).
Kid sure doesn't look too happy.
